PWLLHELI MOORING AND BERTH HOLDERS ASSOCIATION
NOTES OF THE ANNUAL GENERAL MEETING
HELD ON 15 APRIL 2017

1. Chairman's review of 2016/17
Dave Dewsbury gave his review to the meeting.
"Welcome to all and thanks to the Committee especially Ruth, Jan & Bohdan
The following members have advised that they will not be able to attend the AGM and send their apologies, Sarah & Paul Collins, Delyth and Martin Davies.
Sorry the Sun God did not appear much last year but he has promised me he will make up for it this summer!
The Association goes from strength to strength and the steps taken by your Committee over the last 2 years to reduce costs and lessen the burden on Committee members in collecting fees plus communicating by e-mail plus the Web Site, has improved the Association and it's finances. These, as our Treasurer David Bayly will tell, are at record levels.
I would like to thank all those who took part in our on line surveys and apologise to those who missed the last one. We had to close a little early due to it appearing on Facebook.
The Survey is helping us a lot in knowing Members views and how they use their boats. Already it has proved helpful in recent dealings with the Maritime Officers.
Earlier this year we made representation to Gwynedd Council to acquire the vacant Plas Menai Room as a Hospitality Room. We were informed that the Council intended it to be offered on a Tender basis and they had received several approaches. We are continuing to press them further. I will discuss this further after the formal AGM.
Berthing numbers in both the Harbour and Hafan continue to fall slightly, although 2017 looks as though it may have started to increase.
Berthing Fees - The PMBHA pressed hard and successfully to keep these to a minimum and to go back from a banded system to LOA for everyone. This has resulted in a reduction for many boats. This has cost £68k this year. It is hoped that it will make Pwllheli more competitive and encourage more boats into Pwllheli.

2. Passing of Association's Accounts
The Treasurer David Bayly presented the accounts. These were proposed and agreed by Norman Pursglove and seconded by Paul Langford.
3. Election of the Officers
The Chairman proposed that there be no change to the current Officers.

4. Election of the Committee
Proposed and agreed unanimously by attendees show of hands.
5. Agreement of Membership fee for 2018
Once again there will be no fees payable by members. Membership to PMBHA will be paid by Gwynedd Council as part of berth holders annual berthing contract. Proposed and agreed unanimously by attendees show of hands.
The Chairman advised the meeting that amendments have been made to the Rules of the Association. These changes have been made due to the change in the way that the Membership fee has been collected ie; As from 2016 Gwynedd Council make an annual payment to PMBHA of £1000 in respect of Membership fees to the Association.
In addition, the Email address has changed this year. This change has been included in the Amended Rules. The latest version can be accessed via the PMBHA website.
The Committee requested that the Members approve these changes to the Rules of the Association by way of a show of hands. The Amended Rules were accepted by majority.

Dredging:
A Survey of the marina has taken place and we are awaiting the results.
A dredging strategy document will be put on PMBHA website as soon as the Maritime Unit make it available.
Other Matters:
DD is to have a meeting with the Maritime Unit to discuss some issues :
- Potential Berth holders loyalty schemes
- Encourage new boats to come into the Marina
RS stated "the marina was losing £10K per month to subsidise Plas Heli". DD requested that RS produce some facts
to substantiate this and that he would take it up with the Maritime Unit. Action Point/RS
Berth holder and PMBHA member Dick Williams, stated that he thought that dredging monies were being used to subsidise Plas Heli. DD reminded the meeting that he had no evidence of this and he would raise this matter with the Maritime Unit, if and when facts came to light.
Berth holder and PMBHA member Norman Pursglove stated that as mentioned previously the speed limit in the channel is not being adhered to. The speeding of craft was mainly due to the events ribs associated with Plas Heli. JR agreed to take this up with Plas Heli Events team. Action Point/JR
The Committee were also asked to find out where the Harbour masters boat is as it does not appear to be evident. Action Point/PL The boat was put into service in time for the whitsun bank holiday. AP Discharged
PL raised the question of PMBHA funds and wondered whether these funds could be used to refurbish the Plas Menai room if the room became available for PMBHA use.
DD stated that berth holders bring in excess of £1.5 million per annum into the economy in Marina fees alone as well as their further spend in and around the town. In the light of this DD did not consider that PMBHA should fund the Plas Menai refurbishment if it became available for our use.
